About the Role
CRDF Global is seeking a bilingual Program Delivery Specialist to support cybersecurity and digital resilience programs across Latin America and the Caribbean. This role combines project coordination, stakeholder engagement, financial tracking, monitoring and evaluation, and the delivery of in-person and virtual activities. Working closely with program, technical, finance, and MEL colleagues, the Program Delivery Specialist will help turn program plans into well-organized activities with clear timelines, deliverables, budgets, and results. The ideal candidate is highly organized, comfortable managing multiple priorities, and able to build productive relationships across cultures and institutions. Panamanian work authorization is required.
Key Responsibilities:
Project Coordination & Delivery
- Plan, coordinate, and monitor cybersecurity and digital resilience projects using structured project management tools and practices.
- Organize technical assistance activities, meetings, workshops, trainings, webinars, and other in-person, online, or hybrid engagements.
- Manage project timelines, deliverables, performance indicators, meeting readouts, and implementation reports.
- Provide on-site coordination during regional activities and resolve implementation issues as they arise.
- Identify project risks, support mitigation planning, and capture lessons learned to improve future delivery.
Stakeholder Engagement
- Build and maintain relationships with government counterparts, technical experts, partner institutions, vendors, and other regional stakeholders.
- Conduct research to identify potential partners and support knowledge exchange and collaborative initiatives.
- Monitor relevant regional developments, security issues, and emerging threats in coordination with CRDF Global technical experts.
- Facilitate clear communication and meaningful interaction among participants, speakers, partners, and customers.
Financial Management, Reporting & MEL
- Support budgeting, forecasting, invoice and payment processing, customer reporting, and financial risk management.
- Coordinate closely with Finance and Accounts Receivable colleagues to meet internal and customer deadlines.
- Work with the Monitoring, Evaluation, and Learning team to support monitoring frameworks, indicators, and data collection tools.
- Collect, analyze, and report project performance data to track progress against objectives, timelines, and quality standards.
Travel, Events & Logistics
- Coordinate regional and international travel, including airfare, accommodations, visas, ground transportation, and expense reimbursements.
- Manage event logistics such as venues, catering, interpretation, translation, and participant coordination.
- Travel domestically and internationally to support program activities as required.
Requirements:
- Bachelor’s degree in a related field and 4 to 5 years of relevant professional experience.
- Project management experience, with the ability to manage multiple projects, deadlines, and stakeholders simultaneously.
- Experience or demonstrated interest in international affairs, global security, cybersecurity, digital resilience, diplomacy, or related areas.
- Experience in event planning, donor coordination, foreign assistance, financial management, or regional security programming is an advantage.
- Strong organizational, communication, and relationship-building skills.
- Ability to work effectively in multicultural and diverse environments.
- Fluency in spoken and written Spanish and English.
- Understanding of the Latin American social, political, and security context, particularly cybersecurity and digital resilience issues.
- Willingness and ability to travel within the region and internationally.
Preferred Qualifications:
- Master’s degree or relevant professional certification.
- Experience with a global nonprofit, international organization, or donor-funded program.
- Experience supporting cybersecurity programs in post-conflict or hybrid-threat environments.
- Cybersecurity certification at any level or proficiency in any additional regional language.
- Knowledge of critical infrastructure protection, election security, public-private cyber collaboration, or global cybersecurity frameworks such as NIST, NIS2, ENISA, ECSF, or GDPR.
